These kids have lots of the usual video games and electronics, and they already have boyhood staples like fishing poles, BB guns, etc., so I can’t get them that stuff…
What on earth could I give them that would really please them? I don’t want to do a tired old gift card. What gift would have made you really happy at that age? I have about 40 bucks to spend on each.

he has been looking into building his own rods- are there any good kits? all suggestions welcome!
What a nice idea! You could maybe get him a fishing basket/creel, then fill it with things he will like, like fishing lures, fishing line, glues for making rods, threads for making rods etc. Wrap each thing up in paper, twine and tags, and use your imagination for what to say on the tags – ‘to the catch of my life’, ‘fishing for compliments’, ‘you’ve got me hook, line and sinker’ etc.
You could also add in some chocolate hearts of course!
Or if you don’t know exactly what he would like or have a certain budget, you could get him a gift certificate and wrap it in a small box inside a bigger box inside a bigger box etc and write such ‘fishy’ messages on each layer so he reads them as he unwraps the present 
Make a card using a fish hook as one of the embellishments. (Always file off the tip of the hook so no one gets hooked for real!)
